BLM Interlakes Stewardship Agreement

The Bureau of Land Management (BLM) and the Western Shasta Resource Conservation District (WSRCD) recently entered into a ten year stewardship agreement to cooperatively manage the Chappie-Shasta Off-Highway Vehicle Area in Shasta County, California. Initial funding has been provided by BLM ($25,000) and the Shasta County Resource Advisory Committee (RAC) under Title II Secure Rural Schools and Community Self Determination Act of 2000 ($132,000). The RAC funds are for two years and deliverables include a first year and five-year strategic plan for the OHV Area, as well as project implementation that fits the funding available.

Several projects have already been identified for implementation during the first year, and a detailed work plan has been developed for each project in the Interlakes Stewardship Agreement First Year Operating Plan. The Flat Creek Road Decommissioning Project is already underway, with several initial tasks complete, including road ripping, seeding and mulching, trash and tire removal, and treatment and removal of invasive species.

Additional projects to be completed in the first year include supplemental mastication and road decommissioning in Flat Creek, Interlakes Forest Health Enhancement, and access road improvements to the Big Gulch and Stoddard Gulch areas.

Over the next several months, WSRCD staff will be working collaboratively with the BLM to develop a strategic plan for the first five years of the agreement. The purpose of the plan will be to identify priority projects to focus on for the initial five years of the agreement, including road and trail maintenance, forest health improvement, fuel reduction, education and outreach, forest product sales, and any other priority identified by the BLM and the WSRCD. The plan is slated to be complete by December 2011.
