Chief Financial Officer (CFO) Services
Request for Proposals
July 2026
The Western Shasta Resource Conservation District (WSRCD) is seeking a CFO to
assist with financial review and support of all associated district finances. Resource
Conservation Districts are non-regulatory state agencies that work to support local
conservation efforts on private and public lands. We partner with landowners and
managers, government agencies, and stakeholder groups to enhance natural resources
by providing education and outreach programs, technical assistance, and project
implementation.
WSRCD is requesting proposals from qualified candidates to fulfill the role of WSRCD
CFO. All proposals must include the following:

6. Confidentiality & Compliance
7. References
Proposals are due by COB 9/4/2026.
Introduction
The WSRCD CFO needs are as described below. It is understood that the role of a CFO
can be quite dynamic based on the immediate needs of the District. Therefore, the CFO
services provided may not be limited to those roles and responsibilities specifically
described below.
For the purposes of estimating the financial oversight time and effort required to fulfill
the requirements of the position, the assumption is made that District operations and
administration is operating in a "normal" state. For example, longer term emergency
situations and associated responses, requiring substantially higher levels of financial
oversight time is not considered normal. Assisting management with the preparation of
capital improvement, financial and rate plans, establishing priorities, responding to day
to day short term financial emergencies are all considered normal operations. Unusual
events requiring additional time will be billed at the current rates at the time. The
financial oversight scope of work shall also specifically include the following, as directed
by the Board:
General Roles and Responsibilities
● Work with the WSRCD Administrative Team to provide guidance and
recommendations for implementing the financial policies of the District.
● Assist WSRCD Administrative Team in providing complete and thorough financial
reporting which can be disseminated to the Board of Directors (BOD) of the
District in a readily understandable format.
● Attend WSRCD Board meetings and report to the District BOD as requested.
● Assist District Management with developing or updating District Financial Policies
and Procedures for the BOD approval as needed.
● Assist with the financial oversight of the non-profit arm of the WSRCD (Shasta
Conservation Fund).
● Work with the WSRCD Administrative Team to coordinate with third party
auditors.
Strategy and Financial Literacy
● Assist management with investment firm interactions on investments and cash
management accounts and make recommendations for Board review and
approval in order to maximize return on investments and resources while
operating within government regulations as required.
● Identify opportunities for system improvement and assist with implementation
where appropriate.
● Conduct data analysis as needed to help the organization make strategic
financial decisions.
● Make recommendations to management to ensure the organization maintains a
stable cash flow for current and long-term planning.
● Assist management with defining and executing the organization’s strategic
priorities related to financial matters and support development of fiscal
compliance.
● Assist management with financial decisions and activities by making
recommendations on establishing, monitoring, and enforcing financial policies
and procedures.
Budget
● Assist management with organizational financial planning and development of
operating budgets, control of expenditures against budget, and variance analysis
of actual performance to budget.
● Assist management with development of financial recommendations for the
continual improvement of the budgeting process through adequate budgeting
tools and in close cooperation with the Grant Accountant, Senior Leadership, and
Board of Directors.
● Make recommendations to management to ensure the maintenance of financial
records and recordkeeping systems, including grant/fund accounting and
compliance with all regulations, generally accepted accounting principles, and
contractual requirements.
● Assist management with the development of NICRAs and other required financial
management tools as needed to ensure cost recovery for the District.
● Assist management with maintaining the District Depreciation Schedule as
needed.
● Assist management with the development of non-profit budget (SCF) and work
closely with third-party financial advisors to track and monitor investments and
make recommendations for Board review and approval on sound financial
investments.
● Develop Quarterly Reserve Withdrawal Recommendations for Board review and
approval from endowment investments and track investments through
development of Quarterly Budget Reviews.
Accounting
● Review the financial statements as needed to ensure that they are accurate,
timely, and complete, providing management with the best information possible
for decision support and results tracking.
● Assist management with the development and maintenance of systems of
internal controls to safeguard financial assets of the organization and oversee
federal awards and programs.
● Maintain expert knowledge on cost allocation methodologies, and provide
recommendations for improvement.
Required Responsibilities
Complete all the tasks listed on the attached Western Shasta RCD Closing checklist
including:
1. Review accrual of all WSRCD Vacation by Project (Monthly)
2. Review all WSRCD Indirect Expenses by Project (Monthly)
3. Reconcile each WSRCD bank account in QB (Monthly)
4. Enter Monthly Close out Journal Entries (Monthly)
5. Review all WSRCD draft invoices for accuracy prior to them being sent out
(Monthly)
6. Amortize Prepaid Expenses (Monthly)
7. Reconcile Note Payable Account (Monthly)
8. Reconcile and Due to/Due From Accounts (Monthly)
9. Review Balance Sheet and Profit & Loss (Monthly)
10. Review Closing Checklist (Monthly)
11. Prepare Financials for Finance Committee and Board (Quarterly)
12. Prepare quarterly budget vs actual report (Quarterly)
13. Prepare schedules and work papers for auditor (Annually)
14. Provided auditor requested documents (Annually)
15. Prepare required tax documents for non-profit (Annually)
